The Original Alphanumeric Codes in all their Glory!
NB: This article was written before the 'Phoneday' code reorganisation.
A number of 'experts' have hitherto tried to determine the hierarchy of telephone exchanges in the UK by analysing the STD codes used for long distance dialling. Most have been disappointed, claiming that there is no logic in the British system. After all, how can Brighton possibly follow Bristol? There is patently no significance in the choice of numerals, neither geographical nor numerical.
Almost right. In fact the STD codes were originally designed to be as meaningful as possible to users of the telephone system: the only problem is that circumstances have altered. This is because the STD numerals are not all numerals - some are letters! With the exception of 01 for London (a reasonable choice, reflecting London's significance as the hub of the network), all other codes were formulated with letters.
So Bristol (0272) is really 0BR2 and Brighton (0273) is in reality 0BR3. And Birmingham is 0B1 and Manchester is 0M1, though the decision was taken to use all-figure numbers only for the so-called director areas, and 0B1, 0E1, 0G1, 0L1 and 0M1 were always shown as 021, 031, 041, 051 and 061.
The list which follows is the latest revision of the STD code list and may amuse you to find the original derivation of your own STD code. The study is a serious one, though, and has taken a fair amount of research and effort; unfortunately no complete official records have been found and there are a few gaps and suppositions. Any help in eliminating the latter will be most welcome.
The use of letter mnemonics was intended as a help to folk who were not trained telephonists - the trunk dialling codes used by PO assistance operators bore no relationship to these codes and in fact varied across the country. Originally the meaning of the letter combinations was published in the STD code book and in a few cases this was necessary since you would never otherwise have guessed!

For towns the STD code normally applied to an exchange or group of exchanges based around a Group Switching Centre (GSC), while in rural areas a single code often covered a number of exchanges in a so-called charge group. For the latter the 'named' place could either be a town or village (not necessarily the chief one) in the charge group, or else the name of the district, a river or some other geographical feature. Some of the latter choices were extremely obscure (Gipping and Wicklewood spring to mind) and in a few cases the organisers resorted to virtually meaningless names (North West) or cyphers (0FX3 and 0LTK).
In several cases two adjacent (or near-adjacent) charge groups, and hence STD codes, share the same name (although parented on different GSCs). The named place (e.g. Meriden, Oundle) is in fact served by only one of the codes, which can be confusing. In some cases the name is of a geographical feature (e.g. Wye Valley), which is entirely inappropriate to the "other" charge group. Similar insensitivity in the selection of names for STD codes is shown in some Welsh and Scottish choices, e.g. USK VALLEY and TAY VALLEY, where no self-respecting native would use the term valley but cwm or strath instead. Apparently the allocation of code letters was done by PHQ (postal), not THQ (telecomms) people who were English and either unaware of, or immune to, to Scottish and Welsh sensitivities of naming.
Some of the choices were rather elegant, such as 0AS6, 0BR6 and 0CR6 for the Ascot, Bracknell and Camberley group of communities (the planners may have had Bagshot 0BS6 in mind as well). A single numerical code 0276 thus served all these exchanges, or at least it would have done had the Post Office not taken fright at population trends in this district. They decided that a single code might not be sufficient to cater for future growth and instituted separate codes for Bracknell and Ascot. As these came late in the day, considerable ingenuity had to be used to fit meaningful names to the remaining unused numeric combinations. In the event 0EH4 (Easthampstead) and 0WW0 (Wentworth) were selected. Ironically Ascot was later subsumed in Bracknell and the 0990 code was re-allocated to national-rate numbers (now 0870). A code was reserved for the planned new town of Dawley, but this town was never built (Telford was created instead). Ormskirk acquired the alternative name of Skelmersdale, presumably on account of new town development.
All good things come to an end and it was decided that in the interests of international subscriber dialling that we would change to all-figure numbers (AFNs). There was nothing wrong with letters but some less enlightened countries did not provide these on telephone dials (or else had slightly or completely different selections of letters). All the ingenuity of the alphanumeric system was thus to no further avail.
In general codes were allocated progressively according to the significance of the location served (presumably in terms of telephone traffic). In the case of four-figure codes, the first (and most important location) received the digit xxx2, then 3, 4 and so on, Codes ending in 1 were used last of all, for the least signifcant locations.
Some STD codes have no alphabetic significance, usually because they were created after all-figure numbering (AFN) came in. A large group of codes were changed when those commencing 00 were abolished.
NOTES TO THE LIST
The following is a list of the early STD codes that were based on letter mnemonics. The name which gave the code its letters is shown first. Where necessary, the code is followed by a more precise geographical location shown in square brackets [thus].
For some codes more than one letter combination was devised. We have also shown other plausible letter combinations which may or may not have been envisaged at the time.
In cases where the Group Switching Centre is located elsewhere, it is shown in angle brackets <thus>, together with the routing digit (where known).
Letter portions of STD codes shown in round brackets (thus) are intelligent guesses but have not been verified. It has not been possible to verify every single code, and it is quite possible that the original papers on this subject have not been preserved.
AFN... All Figure Numbering
GSC... Group Switching Centre
The expressions RING and CORE are used as follows: CORE is a town or city with a Group Switching Centre. The RING is the group of dependent exchanges which have their incoming STD calls routed through the CORE. In recent years, particularly with the growth of six-figure numbering, BT policy has been to abolish RING numbers and codes and to incorporate the RING exchanges in a linked numbering system with the CORE exchange. Subsequent growth of the telephone system has nullified this on occasions, as in the case of Bristol, where the RING was abolished, only to be re-introduced some years later due to pressure on numbers in the CORE.
Where an STD codes has since been changed, the new digits are shown in square brackets [thus].
Codes starting 00xx (0Oxx) were withdrawn to avoid the second digit of an STD code starting with 0. It was belived that this might otherwise lead to confusion on incoming direct-dialled calls from overseas. Another benefit, which may not have been the prime cause, was that it would enable the prefix 00 to be reserved for future use as the outgoing international access code. Replacement codes are noted; most commence 08xx since these were least used previously.
The codes for director areas outside London were selected on the basis of 0B1 Birmingham, 0E1 Edinburgh, 0G1 Glasgow, 0L1 Liverpool and 0M1 Manchester. However, these alphanumeric combinations were never used in this form and were published in all-figure form from the outset.

To harp back to the question at the top of the thread, which talked about Abingdon, the first time the question of where "235" came from arose, Brian HK slapped me down for saying that it was "originally" 0AD5 -- he believed it was 0BE5 (for Berkshire). Well, since that time, I've recovered from the shambles of my house move, and have located the little books in which I wrote down every code the first time I saw it. And, sure enough, Abingdon is 0AD5 in it; sadly (unlike some of the pages) there's no date for when I first saw that code, so we can't be sure whether it was before or after the move from Berks. to Oxon (where it is now: I think it was the border that moved rather than the town). I guess the likelihood is that the code allocators wavered between the two, and only made their decision after the change of county had been decided: they could delay the decision, of course, because Abingdon was relatively late in acquiring an automatic exchange.

0352 = 0FL2 Flint <Mold> It has always been the Mold Charge Group/GSC since it was formed when Mold went Auto in 1969. Flint, at the time when the codes appear to have been allocated, was actually part of the Chester Charge Group parented on Chester (Level 914 off Chester), and not Mold. Flint was reparented on Mold when Mold went auto and was added to the Mold Charge group (together with several other exchanges in the Flintshire area which were moved off Chester onto Mold). In fact 0FL2 was never used as such, as the code did not come into use until well after All Figure Numbering.
0490 0GW0 Gwynedd <Corwen> Again never used as 0GW0 because Corwen was manual well into AFN days. Also Corwen was never in Gwynedd which had not come into existence in those days (pre1974 local government reorganisation) [However, it was in the historic realm of Gwynedd] Entry also infers that 'Gwynedd' is parented on the Corwen GSC when in fact 0490 is the Corwen GSC/Charge group.
Where you give a level from a GSC to a dependent charge group ie "0829 0TA9 Tarporley <Chester 93>" Should this not be Chester 93X as each exchange on the 0829 group needed further digits to access it until a linked numbering scheme in the charge group came into effect. In fact each exchange had its own direct route selected at Chester ie Tarporley was 933 off Chester. 0829 0TA9 could also have been Tarvin (0829 4).
"0836,(0??6) [Eigg charge group, later incorporated into Mallaig charge gp]." Was there ever a separate charge group for Eigg?. Eigg numbers were always part of the Mallaig LNS since a UAX13 was put in c1975 (when Mallaig went auto). Prior to that it was parented on Mallaig so would not have had STD access - same applies for others in the Small Isles.

I seem to recall that when these STD codes were originally set up only the first 2 letters were used in considering the code as in 322 = Dartford (DA2) and 325 = Darlington (DA5).
Peter Walker comments:
Another factor not mentioned is that where a GSC had dependant charge groups, all the charge groups had to have a different C digit. On incoming MF2 traffic, the GSC received the digits from C onwards, so this discriminated which charge group was wanted. I guess this may have made choice of C digit sometimes fall outside the 'biggest town first' rule.
Paul Ebling adds:
My version for what it's worth is that it went like this...
STD Access on Level "0".
Take two letters from the place name (or county if too many places begin with similar letters), e.g. IP from Ipswich.
Allocate the C digit to complete the code in order starting with 2 for the largest place, (GRimsby 0472 in this case), down through 3...9, then 0, then if desperate, 1.
The idea was that the greater amount of traffic would have a "short" C-digit, taking less time to pulse into the Register, thereby economising on the number of Registers needed. "1" as a C digit was avoided because of possible confusion with "I" - and if used was coupled with other digit(s) in the format:
Poole 0BO 13 (Bournemouth level 83)
The exception was that Barnstaple got 0BR1 - desperation in both the 022x and 027x decades! So we have:
0474 GRavesend
0475 GReenock
0476 GRantham
0477 HolmeS Chapel (I suspect) - A dependent Charge Group
on Crewe AFAIK
0478 Portree (Skye) - was this a later allocation?
0479 GRantown on Spey
0470 Skye - was this a later allocation?

None of 0478 - 0471 in this list appeared in the London
STD Code book for 1970 so far as I can see.
Malcolm Ballinger suggests:
That may have been a factor in the differing codes mentioned for SKYE then but when the original system was set up transit had not been thought of though!
Peter Walker comments:
Transit was thought of quite early on,
it was just very late in being implemented. Originally,
it was planned to use 4 wire switches like Faraday ISC
with back to back Motor Uniselectors, but as is well
known, TXK4 pentaconta was finally adopted. Some TXK4
junctors did use 3000 type relays because they were
modified from the original MU designs. Not many people
know this! But whether the full logic of MF2 signalling
sequences were known when the original STD numbering plan
was designed is hard to say without more research. Can
anyone remember STD codes being changed as part of
transit roll-out?
Graeme Marett adds:
That may be
true, but there were still many spare codes available at
the time that transit was intoduced in the early '70's
and presumably, the PO had been planning for its
introduction for some time previous - knowing THQ, some
considerable time!
Paul Ebling continues:
Actually,
I think the "biggest town first" approach was
fairly successful in avoiding "C-digit
clashes". More by accident than design
probably! Most GSCs large enough to sport several
dependent charge groups (and / or a "Ring")
probably had a C digit of 2, 3 or 4. Brighton, Cambridge,
Leicester, King's Lynn and Peterborough were all a C
digit of 3 for example. Dependent charge groups tended to
be in the 7, 8 ,9, 0 or 1 area. [The neat exception
to this was Romford GSC 0708 with Hornchurch as a
dependant charge group on 0402!] So the danger was
usually two dependent charge groups with the same C
digit.
I fancy Market Harborough with 0645 may have been the
only significant clash - I recall a thread some time ago
giving this as the reason why 0645 was ceased, and hence
in due course was spare to give to "Mercury
0345".
No doubt some of you guys will know of any others.
Some may perhaps have been resolved when the
"0O" codes were replaced - maybe by then the
Transit limitations would have been realised?
It is possible, of course, that some other dependent
charge groups may have had a code change before incoming
access was opened up. The delay in opening such
access was due to either a Manual exchange surviving as
GSC - Abingdon, Newbury, Dover, Hastings, Redhill etc, or
alternatively to digit limitations in controlling
registers. They could just about get enough digits
to route to King's Lynn, say, but not the extra 93 for
the Swaffham group [ 0SM0 0760 ] Nearby charge
groups would not have needed the STD code - they would
have dialled a local call using 9 into their GSC, then
say 91 to King's Lynn and 93 out to Swaffham. More
distant places probably had a limited "community of
interest" anyway.
Market Harborough
Market Harborough used to be 0MH5 -
0645. The reason for the code change was something to do
with the fact that not all trunk switching centres were
directly interconnected and also bound up with
limitations in the register-translators at originating
exchanges, which in turn is why places like Market
Harborough had to be issued new STD code and Nuneaton
transfreed into the Coventry linked numbering scheme.
Roger Harris can chime in and explain this better; he
understands it fully. It was not until after Transit had
been implemented (after 1967) that things started to
improve in this respect.
'Brian' comments:
But some parts of the country
had local codes for exchanges within the parent GSCs
group which required more digits; or, alternatively,
allowance might be being made for possible expansion to
longer "local" numbers on the minor exchanges.
Example: off Preston GSC (0772) - Longridge and Hesketh
Bank. Longridge was a UAX14 (4-digit scheme) and
Hesketh Bank a 4-digit Remote Non-Director. The
local dialling codes were, respectively 878 and 873. Thus
the obvious codes, using Preston, of 0772 878 xxxx
and 0772 873 xxxx would never work. and a 'Ring'
Number Group Code of 0774 was used. This translated
into 0772 + 8, allowing the codes 0774 78 xxxx and 0774
73 xxxx to succeed. For terminal Transit traffic the I/C
R/Ts would add the 8 themselves, on receipt of the
C-digit of 4. They also added the digits '94' on
receipt of the C-digit of 5 for the Garstang dependent
charge group (0995). Now, as you say, these arrangements
no longer apply. Longridge, for example, having the
'78' as part of its Directory numbers, merged into what
is in effect, Preston's Linked Numbering Scheme.

comments:
When STD was first being planned in the
early 1950s, it was recognized that it would be
impossible to allocate THREE-letter mnemonics to places,
even thought this had been done for many years in London
and other director cities. The difference was that
in those places, arbitrary exchanged names could be
created, such as FREemantle and FRObisher. So a policy
decision was taken such that STD codes should consist of
the introductory zero, followed by TWO letters AND a
digit (except for the 01 and 0x1 codes for the director
cities). I seem to recall that Barnstaple was published
as 0BP1 [Fx: checks old books; yes, definitely so].
Why go for BarnstaPle when BarnStaple also fitted the
pattern, and moreover used the initial letters of
syllables?
0470 Skye - was this a later
allocation? The Edinbane charging group.
0471 Skye - was this a later allocation?
The Broadford charging group.
None of 0478 - 0471 in this list appeared in the
London STD Code book for> 1970 so far as I can see. That's
because they were inaccessible at that time; they (all
four of them) appear in the 1975 booklet, although still
with a obelos to indicate that one still needed to
"Dial 100 for the present... The operator will tell
you when you can dial the call yourself at STD rates,
using the code above". The 047x therein stands for
0ISx, for Isle of Skye, of course. So I would guess
that these are original allocations. Unlike those
for groups such as Stornoway, Benbecula, etc., which
originally had 0OHx codes for Outer Hebrides.
Thought Romford/Hornchuch had
identical call charges just weren't enough 0708 digits to
go round, seem to recall a place called Ingrebourne which
sort of covered East Romford (Gidea Park area).
Correct; the 0HO2 area code (mnenomic for Hornchurch) was
indeed the "ring" for 0RO8 (Romford). It
was not, as the original poster had it, a "dependent
charging group". Many of these rings existed because
the RTs at originating exchanges couldn't pulse out
sufficient digits to reach the local exchange. For
example, Shoeburyness originally had four-digit numbers,
and the STD code 0ES08. Its parent exchange was
Southend-on-Sea (0SO2), from which local subscribers
would dial 28 to reach Shoeburyness; therefore one might
have expected the published code to have been 0SO228 (and
I think that this would in fact work). But some
parts of the country had local codes for exchanges within
the parent GSC's group which required more digits; or,
alternatively, allowance might be being made for possible
expansion to longer "local" numbers on the
minor exchanges. Therefore many of these "ring"
codes were allocated; the outgoing R/T at the originating
GSC translated 0SO2 into appropriate digits to route
(probably via L/K or CB) to Southend-on-Sea, and 0ES0
into the same route with a "2" on the end. As
local exchanges became absorbed into the parent exchanges
LNS, the need for these "rings" disappeared,
and many of these codes were subject to
"recovery"; subsequently, many of the
allocations to mobile were taken from these recovered
codes.
In the South East we got the Swanley charge group which had 3 GSCs Dartford 01322,
Orpington 01689 and West Kent dependent charge group on
Sevenoaks, think 01959. Ahem! The Swanley
group has (not had) three numbering ranges, not three
GSCs. These are indeed as you listed.

You may be
right, Malcolm, that Romford / Hornchurch were core
& ring, rather than a dependent charge group
situation. The point I was attempting to major on was
that for incoming Transit discriminating on the C digit,
most GSCs has a C digit in the range 2 - 5 and the
dependent number groups or Charge groups in the range 6 -
9,0,1. Hornchurch was an exception, where the
"Ring" may have contained more than the
"Core" - and for this purpose a "Core and
Ring" could create a C-digit clash in just the same
way as a "Dependent Charge Group"

has / had three GSCs.
