This is a 706 style telephone, which is inverted and has a metal handset bracket attached to make it into a wall telephone.

The telephone is fixed to the wall be a simple small plate and a flat at the bottom.  The top plate is shown in the pictures below.

The New South Wales Telephone Department, Australia, used the TEL9K/AWS variant (pictured below).
