The are labeled as having 17/20/25 Hz outputs: how are the different
frequencies derived?

The F0 and F1 pins are used to control the frequency, they're CMOS 5V input
buffers, so tie them to 0v for a '0' and 5V for a '1'
F1,F0 = Freq
0,0 = 50Hz
0,1 = 16.7Hz
1,0 = 25Hz
1,1 = 20Hz
So to make it ring at 20Hz, tie both F1 and F0 to 5V. To make it ring at
16.7Hz, tie F1 to 0V, and F0 to 5V.
