These systems were all maintained by the Post Office/BT before liberalisation. BT/GPO/PO P.A.B.X.'s were originally only rented but around the early 1980's were offered for sale. The year 1922 was the first one in which P.A.B.X.'s were generally introduced. The "Official" P.A.B.X. has been in use since 1912, but it was in the nature of an experiment when first installed and the First World War hindered further developments of P.A.B.X.'s. The next P.A.B.X. systems installed were all made by ATM and were fitted between 1915 and 1919 at Crombie, Paisley, Rosyth, Blackbank, Port Edgar and Polmaise for Admiralty and War Office. The first non-government P.A.B.X. systems installed were for the British Dyes Co. at Turnbridge and Dalton in 1919. Wallasey Corporation had the first P.A.X. system in 1921. General introduction of P.A.B.X.'s started in 1922 with the majority being RAT systems.
